NC3A, represented by Dr. Velizar Shalamanov and Cdr. Amleto Gabellone, attended the 26th South-Eastern Europe Defence Ministerial (SEDM) Political-Military Steering Committee/ Multinational Peace Force South-Eastern Europe (PMSC/MPFSEE) meeting and the 25th SEDM Coordination Committee (SEDM CC) meeting held in Rome from 13 to 15 September 2011. The SEDM PMSC/MPFSEE meeting was headed by the Chairperson, the Deputy Minister of Defence Hon. Giuseppe Cossiga, being Italy the SEDM’s Presidency Nation for 2011-2013 after the Bulgarian biennium.
The SEDM regional cooperation aims to enhance the security of South-East Europe by promoting regional cooperation and good neighbourly relations, strengthening regional defence capabilities and establishing links facilitating integration into Euro-Atlantic institutions. Currently there are 14 Nations as full SEDM members: Albania, Bulgaria, Greece, Italy, the Former Yugoslav Republic of Macedonia*, Romania, Turkey, Bosnia Herzegovina, Croatia, Montenegro, Serbia, Slovenia, Ukraine and United States, while Georgia and Moldova are SEDM observers.
Among the SEDM initiatives the most significant are the South-Eastern Europe Brigade (SEEBRIG), which consists of a land force that acts in an on-call basis and the South-Eastern Europe Simulation Network that is one of the major Complex Crisis Management exercises in Europe.
In the evocative setting of the magnificent Palazzo Barberini, the SEDM member states welcomed the NC3A proposal to support the implementation of Smart Defence concepts within the South-Eastern region through provision of C2ISR capabilities to the SEEBRIG and a CAX support to Bulgaria for the execution of SEESIM 2012.
The next annual meeting of Ministers of Defence of the SEDM Member States will be held on 3rd October in Antalya (TUR).
