On 2 and 3 November 2011, the NATO Communications, Command and Control Agency General Manager, Georges D’hollander, visited Bucharest to meet with the representatives of the Romanian Ministry of Defence and the Defence Industry Association “PATROMIL”. The main focus was given on identifying key projects for Romania in which NC3A can add a significant value to their national C4ISR programme.
The Romanian Delegation was briefed, furthermore, on NC3A expertise and support provided to NATO and Nations, including the Comprehensive Approach to Smart Defence, C4ISR Catalogue, and Multi-Year and Multi-National Programme of Work.
The NC3A cooperation model with Industry was presented to the Defence Industry Association “PATROMIL”, including tender opportunities in 2011 – 2012, Basic Ordering Agreements, the newly established NC3A e-procurement site and the use of Distributed Network Battle Labs/ Combined Federated Battle Lab Networks.
The Romanian delegation was led by Brigadier General Eng. Cătălin Moraru (Deputy Armaments Director and CNAD Principal), Rear Admiral Lower Half Dan POPESCU (Director of Resources at the Navy Staff) and Brigadier General Eng Ovidiu Ionel Tărpescu (Chief of Communications and Information Technology Directorate - J6). Representatives of the Military Intelligence and Security Directorate, Military Technical Academy, Armed Forces of the Navy, Army and Air Force, the topographic service and the Military Equipment and Technology Research Agency (METRA). The NC3A Delegation was led by Mr Georges D’hollander (General Manager), Dr Velizar Shalamanov (Director Sponsor Account NATO & Nations) and Mr Cristian Coman (Senior Scientist and Focal Point for Romania at NC3A).
This visit was a follow on action after the C4ISR Memorandum of Agreement (MoA) was signed between NC3A and Romania in July 2011. The signing of the MoA paves the way for better cooperation between Romanian and NC3A in light of “Smarter Defence”.
